28 Ago Cambieranno i programmi: lettera del presidente CISV Italia ai soci

Cari CISVini,
il General meeting delle National Association CISV svoltosi lo scorso weekend ha approvato una riforma che prevede, nei prossimi anni, la cancellazione di due programmi – Interchange e IPP – dall’offerta educativa di CISV, e definito che il programma Youth meeting verrà proposto solo per la fascia di età 12-13 anni.
Questo risultato è sicuramente deludente per CISV Italia che si è speso negli ultimi tre anni nell’argomentare le ragioni per cui mantenere questi programmi e potenziarli sarebbe stato un punto di forza per l’associazione a livello mondiale poiché sono la chiave per il coinvolgimento dei soci di ogni età e della comunità locale, portando ad un impatto diffuso e visibile, e allo sviluppo del volontariato.
CISV Italia ha anche sofferto la mancanza di un vero dialogo – di persona – con le NAs di tutto il mondo, condotto come avremmo voluto tramite gruppi di lavoro sulle proposte della Programme review, piuttosto che solo tramite sondaggi e presentazioni in videoconferenza. Non si può dire che non ci sia stata trasparenza o discussione: avremmo solo proposto modalità diverse con l’obiettivo di costruire una ownership dei soci a livello mondiale rispetto a questo cambiamento epocale, e la creazione di occasioni che portassero allo sviluppo di proposte di soluzioni alternative ai problemi emersi dall’analisi dei programmi. CISV Italia ha cercato di fare questo proponendo una alternativa al programma IPP, presentando la Mozione 10: ci rammarica il fatto che i membri abbiano deciso tramite voto procedurale di non votarla, invece che rispettare il lavoro svolto da chi ha presentato la Mozione e prendendosi la responsabilità di un voto contrario espresso.

A fronte del risultato del voto è chiaro, come già era emerso nelle discussioni con le altre NAs negli scorsi anni, che la nostra visione appartiene alla minoranza del movimento CISV globale, ma questo non significa che vengano meno i principi e valori su cui CISV si basa, o acquistino meno valore i programmi offerti, ovvero Villaggio, Step Up, Youth meeting, Seminar Camp, Mosaic. In una associazione internazionale, con tutta la sua diversità, bisogna riconoscere che occorre costruire sugli aspetti che ci uniscono e continuare sempre a trovare soluzioni nuove per la promozione della mission comune.
CISV Italia, consapevole del cambiamento in atto nel CISV, potenzialmente foriero di rotture, ha proposto la Mozione 12 con l’intento di fare chiarezza rispetto agli obiettivi dell’associazione e assicurare così che, qualsiasi fosse il risultato delle votazioni, ci fossero delle basi comuni da cui ripartire insieme. La Mozione 12 è passata, ed è questo che dobbiamo celebrare in questo momento: si riparte, insieme.
La Mozione 12 conferma che CISV International si basa sugli insegnamenti della fondatrice Doris Allen  e ‘promotes peace education and  offers  opportunities  for  interested children,  young  people,  adults  and families to  explore  relevant  themes  through  independent,  short  term,  non-formal  educational  activities organized in international, national and local contexts’.

Su queste basi CISV Italia si impegna a proporre e mettere in atto progetti e programmi educativi che possano alimentare l’impatto locale, l’inclusione di ogni giovane e adulto, e il coinvolgimento delle famiglie nella promozione della nostra mission: promote global active citizenship for a more just and peaceful world.
Ci impegniamo a fare questo assieme alle altre National Association per trovare un modo comune di promuovere lifelong learning and social impact all’interno del CISV.  Sicuramente il primo passo è potenziare il programma MOSAIC, e i programmi nazionali Horizon (16-18 anni) e Horizon+ (19+) che prevedono la cooperazione con una Like Minded Organisation locale per un progetto di impatto sociale.
Ci impegniamo anche, come sempre, ad essere attivi all’interno di CISV International per proporre metodi più partecipativi e inclusivi di creazione di idee e presa di decisioni per il futuro dell’associazione.

During the General Meeting held last week, National Associations have approved the motions that will, within the next few years, remove from CISV’s portfolio two International Programmes, namely Interchange and IPP, and determined that Youth Meeting will only be offered to participants belonging to the 12-13 age range.
CISV Italy is quite disappointed at this outcome, given the time invested in the last three years in explaining how keeping and investing in these programmes would have been a major benefit for the global organization. These programmes are the key to involve members and volunteers of all ages along with the local communities, therefore strengthening our impact, making our presence more visible locally, and fostering volunteering.
CISV Italy has also suffered from the lack of in-person dialogue with the other NAs, which we had envisioned as co-operative working groups on the Programme Review recommendations rather than just surveys and virtual presentations directed at the National Associations. It cannot be said that there haven’t been transparency and discussions. However, CISV Italy would have chosen a different path to tackle this historic change; one that would on the one hand create a sense of ownership in every individual member and volunteer globally, and on the other hand create the opportunities to generate and foster discussions aimed at finding solutions to the problems that the Review has highlighted in our Programmes. CISV Italy has tried to do so by presenting Motion 10 as an alternative to the current IPP. We are dismayed by the decision taken by the majority of the NAs via a procedural vote to simply dismiss the motion – thus not even acknowledging the effort and initiative that the movers had put into it – instead of taking the responsibility to vote against it.

In light of the vote it is clear, as it has been for the last few years while discussing with the other NAs, that CISV Italy’s vision is only shared by the minority of the global CISV movement. However, this doesn’t mean that the values and principles that CISV is based on are lost, or that the Programmes that are still being offered, namely Village, Step Up, Youth Meeting, Seminar Camp, Mosaic, are less important.
As members of an international organization, whose internal differences are a fundamental piece, we have to focus on what unites us and, from there, keep seeking new solutions to promote our common mission. CISV Italy, well aware of the potentially divisive coming changes, has put forward Motion 12 to clarify what the organization’s goals are so that, no matter the outcome of the General Meeting, there would be a common ground. Motion 12 has passed, which is a reason to celebrate: we can start anew, together. Motion 12 re-affirms that CISV International is based on the teachings of our founder Doris Allen, and “promotes peace education and offers opportunities for interested children, young people, adults and families to explore relevant themes through independent, short term, non-formal educational activities organized in international, national and local contexts.”

On these bases CISV Italy commits to suggest and carry out educational projects and programmes that can increase local impact, include every interested young person and adult, and involve families in fostering our mission: promote global active citizenship for a more just and peaceful world. CISV Italy commits to co-operate with other National Associations to find a common way to promote lifelong learning and social impact within CISV. The first step is investing in Mosaic and national programmes such as our Horizon Camp (16-18 years old), and Horizon+ (19+ years old), which include activities with LMOs to have an impact on the local community. We also commit to be active, as always, within CISV International in order to make any decision-making process on the future of our organization more creative, participative and inclusive.
